Business Start-up Programme Launch (26/27 March)
A new county-wide programme designed to support the next generation of entrepreneurs and strengthen Norfolk’s business community will be officially launched this March at the National Enterprise Network Conference in Canary Wharf, London.
In Norfolk, micro small and medium-sized enterprises (MSMEs) account for over 99% of all businesses, yet many aspiring entrepreneurs still face barriers to starting up, including access to skills, confidence, and opportunity. This programme has been developed to address those challenges and unlock local entrepreneurial potential.
Delivered through a strategic partnership between Norfolk County Council, Norfolk Business & IP Centre (BIPC Norfolk), MENTA, and New Anglia Growth Hub, the programme will provide a comprehensive package of support to individuals across Norfolk, with a particular focus on young people and veterans looking to start or grow their own businesses.
The initiative combines tailored one-to-one mentoring, accredited training, and practical workshops delivered both online and face-to-face across the county. Participants will benefit from structured business support, access to networks, and innovative tools designed to help turn ideas into sustainable enterprises.
Research shows that businesses receiving structured support and mentoring are significantly more likely to survive beyond the critical early years. By addressing key barriers such as access to skills, confidence, and opportunity, the programme aims to reduce economic inactivity and contribute to long-term economic growth across Norfolk.

By working in partnership, we are creating real opportunities for residents to develop skills, build confidence, and take the first steps into self-employment or business growth. Supporting entrepreneurship is key to building a resilient and inclusive local economy, and this initiative demonstrates our commitment to ensuring no one is left behind.
One of the reasons I initiated this support is because I want to make sure there is support for small business start ups, for young people, support that was not available to me when I was younger and starting out.”

The programme will deliver a series of workshops, mentoring sessions, and networking opportunities, alongside ongoing support through established enterprise networks, ensuring participants are supported at every stage of their journey.
The official launch at the National Enterprise Network Conference marks the beginning of delivery across the whole of Norfolk, with activity commencing immediately following the event.
